The former associate director of Torchwood Two
Not much is known about the fall of Torchwood Two. What is known is that Mr. Franklin, the former associate director, had ambitions for the director’s chair, and those ambitions led to the fall of Torchwood Two. At least, that’s the story that’s being told in the wake of the Battle of Canary Wharf (Doctor Who, end of season 2).
Mr Franklin (his first name is classified) happened upon an alien that feeds on ambition, and a beautiful friendship was formed. He went into the vault at Torchwood Tower and found a Cybermen device. He then took the uncompromising (or stupid) move of plugging the device into the mainframe at Torchwood Two. What happened after that is shrouded in mystery and secrecy, and no one ever saw Mr Franklin again.
Elizabeth Davies caught him looking into questionable research into the Cult of Durdin, formed during the 1600s. Although he was not cleared for many of the Eyes Only items within the file, Davies looked the other way.
